This article regards marketization as the direction of urban infrastructures construction and operation in China,promotes its course and analyses that "seceding orderly" is a realistic choice of the government,and translates its definition and character and discusses its problems,then provides five modes of orderly withdrawal,and the mode of operation mechanism in market is studied.
