celiang guoche叩ko ngzhi测t过程控制(~uringp，ess control)监视并分析来自测量过程的数据，并对失控采取纠正措施，使测量过程持续地保持在规定的要求之内，以满足生产经营要求。测量过程控制一般采用核查标准、控制图或其他有效方法。 测量过程是工业生产、开发、经营等各个过程紧密相关的重要组成部分。这个过程包括:产生测量结果的一组相关测量设备、测量方法和程序、活动以及环境因素而引起的影响量等。就测量过程而言，测量设备仅是影响测量结果的诸因素之一，测量设备的计量确认能保证生产经营过程中使用未超过确认间隔的测量设备所进行的测量具有满足预定要求的准确度，但不能保证测量设备在使用中不发生偶然事故和意外失效，也不能保证测量设备的不正确使用和环境变化因素的影响，即使最准确的测量设备也会得出不正确的侧t结果，因而，有必要把测量作为一个完整的系统过程来研究。 发展简史国际标准化组织有关工作组(1501冗176lSC 3lWGI)在起草《测量设备的质量保证要求》(150 10012)标准时，鉴于美国颁发的ANSUA以犷Ml一1987标准，更全面地满足校准和测量体系要求，提出了正确实施校准体系的程序控制和计量保证方法，而以定t表示测盘不确定度和侧量过程控制的必要性为由，坚持在150 10012标准中体现侧量保证概念和方法。从而导致把《测量设备的质量保证要求》(150 10012)国际标准分为两个部分:①分侧盘设备的计量确认体系(15010012-1);②测量过程控制指南(15010012一2)。1卯2年10月1501冗176年会上进一步提出把从测量标准溯源、校准和调试开始到工作现场条件下获得测t结果着作完整的过程。1卯7年150正式颁发了《测t设备的质量保证要求第2部分测量过程控制指南》(1501的一2一2:l卯7)。 中国在1984年开始的工业计量定级、升级实践中已认识到测量是一个综合系统的过程，要保证现场测t结果的准确，必须研究和控制测量设备、测量标准和溯源、测t方法和程序、测t人员以及现场环境条件等因素的综合作用，明确提出用测量能力指数(MCP值)来评估影响测量过程诸因素和测t结果可信性的关系。 浏1过租控制要求测t过程控制的要求主要有:①明确并用文件十分详细地说明每一个孺要受控的测量过程。过程的特性包括:测量不确定度、稳定性、量程、分辨率、重复性、复现性、操作技能等。
