Based on the joint probability distribution of wave height and outer frequency and the concept of energy outer distribution proposed by Sun Fu, the present paper defines a new kind of energy outer distribution, derives the analytical form of outer spectrum and discusses some of its properties.

First,we employ Wiener filter to restore passband spectrum,then we implement Richardson-Lucy algorithm to complete spectral extrapolation, lastly we implement a spatial spectrum correction algorithm in which the calculated spectrum within the passband is replaced by the low frequency component restored by Wiener filter.
