把系统（或任务）按其固有结构和顺序分解，用来控制成本和协调计划进度，英文缩写 WBS，这是一种系统管理方法。任务分解结构利用形象的框图显示系统各个层次之间的递阶关系，系统管理人员可借助这种方法编制系统设计、建造、运行等各阶段的计划进度的网络图（见网络技术），拟定成本计划，及时交流信息，以便控制成本和协调计划进度。20世纪50年代以来，军事武器系统日趋庞大复杂，研制周期长，协作单位多，费用加大，管理工作的难度也急剧增大。因此，出现了一些用来制定成本预算和研制进度的系统管理方法。但这些方法互不统一，不能互相衔接和协调。1965年美国国防部研究成功一种统一的管理方法，称为任务分解结构，并以军事标准形式发表，为军方的科学研究和生产管理工作提供了统一的参照系统。这一方法提高了同类武器的可比性和新型武器研制工作的预见性。有关任务分解结构的军事标准规定整个军事武器装备系统分为飞机、导弹、空间系统、船舶系统、地面车辆、电子装备、兵器等7大类。每类按需要再划分成若干个分系统（或层次），每个分系统又可再进行划分，直到分解成若干个既可合成又便于管理的元素为止。每个分系统或元素都制定有各自的标准性能参数，据此制定研制进度计划和经费预算等。任务分解结构根据不同的系统管理需要分为概览性任务分解结构、型号管理性任务分解结构和合同厂商使用的任务分解结构。下图为飞机系统任务分解结构图的一部分。图中第三层次的项目根据具体情况还可作进一步分解。在进行任务分解时需要注意以下4点:①分解后的每个元素的任务不能超过该元素的所有工作的总和。②每个元素的工作都要在同一个领导的管辖之下。③属于每个元素的经费和其他资金只能用于这个元素。④每个元素都是一个经济核算单位。
