各国对小册子篇幅的规定有所不同，如比利时规定不满40页，加拿大规定不满49页，美国、日本规定不满100页等。1964年联合国教科文组织为了统计的目的,规定除封面以外至少5页,至多48页的非定期出版物为"小册子"，超过48页的为"图书"。
小册子具有内容广泛、时间性强、价廉易得等特征。中国在出版物统计和图书馆文献管理中，常把小册子作为图书处理。
