By using the concrete materials and data, this paper analyzes on the present situation and existing problems of our country s rural talents resources, and puts forward some practicable suggestions for making effective development of the rural talents resources, training and constructing a rural talents ranks with efficient number, complete type, rational structure and higher quality.

Under the huge interest difference of urban and rural,there has been a substantial outflow of the local rural talents at present.
