在供给方面，低收入意味着低储蓄能力，低储蓄能力引起资本形
成不足，资本形成不足使生产率难以提高，低生产率又导致低收
入。要打破这种贫困恶性循环，必须进行大规模、全面的投资，
实施全面增长的投资计划。通过同时在许多工业部门之间相互提
供投资引诱，使各部门的投资有利可图，资本形成就能实现，恶
性循环就能摆脱。
