中国气象学家、地球物理学家和空间物理学家。祖籍浙江吴兴，1907年10月15日生于河南荥阳，1968年10月26日卒于北京。1933年毕业于清华大学物理系，1935年赴德国柏林大学学习气象，1938年获博士学位。回国后，历任清华大学、西南联合大学和中央大学等校教授，兼任清华大学航空研究所高空气象台台长，中央研究院气象研究所研究员，清华大学气象系主任。中华人民共和国成立后，历任中国科学院地球物理研究所所长、应用地球物理研究所所长，国家科学技术委员会气象组组长，中国气象学会理事长,中国地球物理学会理事长,中国科学技术大学地球物理系主任等职。1955年当选为中国科学院学部委员。
赵九章长期从事科学研究工作，促进了现代气象学、地球物理学等学科在中国的发展，并在他的倡导下，开创了中国在空间物理学方面的研究工作。他首先创建了中国的动力气象学、大气环流和云雾物理等大气科学分支；并进行了海浪学的研究，创设了中国第一个海浪观测台，促进了海洋物理学在中国的发展；积极组织了中国地球物理学各学科的合作。50年代末期，又开展了高空物理学和空间技术方面的研究，积极组织并参加了中国在核武器、导弹试验中的大气物理和高空物理的研究工作，为创建中国在空间科学及其探测技术方面的研究作出了重要贡献。赵九章善于发现人才和不拘一格地大胆选拔人才，为中国培养了大批科研骨干。
赵九章在大气科学、地球物理学和空间物理学方面的主要贡献有:研究了信风带的动力学和热力学问题,首先提出了西风带长波斜压不稳定现象；研究了带电粒子和外层空间磁场的问题。主要论文有《信风带主流间的热力学》（1938）、《半永久活动中心的形成与水平力管场的关系》（1945）、《地磁扰动期间史笃默捕获区的变化》(1962)和《带电粒子穿入地磁场的一种机制》(1964)等；主要专著有《高空大气物理学》(1965)等。
