文献搜集、加工、报道、存储、检索和传递过程中的规范化和系列化。是标准化工作中的一个新领域，也是情报学、图书馆学、文献学、出版学、档案学的一个组成部分。其目的是使文献在流通过程中，为减少甚至消除文献工作中的无序状态和重复加工现象而达到规范化、系列化和统一化，以促进文献的交流和共享。同时，它又是实现文献工作管理科学化和现代化的必要技术条件。
国际文献工作标准化活动始于1947年，当时，国际标准化组织把文献工作标准化列为其中任务之一，规定："研制图书馆、文献与情报中心、索引与文摘服务机构、档案馆、信息和出版单位等实践工作标准"，并建立了文献工作标准化技术委员会 (见国际标准化组织第46技术委员会)。
为推动和研制中国文献工作标准、建立文献工作国家标准、参与国际文献工作标准化组织活动，中国国家标准局决定在全国范围内开展文献工作标准化活动，制订文献工作国家标准，并于1979年建立了中国文献工作标准化技术委员会，其工作范围与国际文献工作标准化技术委员会相对应，从此，中国文献工作标准化开始走上了有计划、有步骤的发展道路。
