在进行了风洞测试后,nasa 对麦道的构型提出如下建议:去掉腹鳍,加高垂尾,对喷管进行整流设计,平尾加装锯齿,主翼尖进行斜切。于是在原型机上没有看到腹鳍,但后两项改进直到生产型上才得以应用
1970 年 1 月 1 日,f-15 发展合同(合同号 f33657-70-c-0300)正式生效,麦.道开始进入全尺寸研制阶段。初始合同要求生产 20 架飞机用于工程发展,其中包括 10 架试验型 f-15a(生产序列号 71-0280/0289)和 2 架 tf-15a(后改称 f-15b)双座教练型(71-0290/0291),还有 8 架全尺寸发展型 fsd 飞机,全部是 f-15a(72-0113/0120)。由于麦.道曾经研制过“鬼怪”战斗机,f-15 早期研制工作于其中获益良多。乔治.格拉夫被任命为设计小组负责人,负责工程研制工作。项目经理唐.马文则负责处理组织工作的实际问题,并确保项目进度。
