1、具有足够的城市规划知识。城市规划管理的使命是采用有效手段保证城市规划实施，如果从事规划管理的工作人员不了解本城市的城市规划情况，不掌握一定的城市规划知识，是无法安成规划管理任务的。只有懂得城市规划的人才有资格从事城市规划管理工作。
2、具有一定的法制管理水平。加强法制建设，实行法制管理，是搞好城市规划管理的基本手段，如果从事规划管理的工作人员不懂法、不学法、不会运用法律手段进行工作，则很难谈得上依法办事、严格执法和秉公守法。
