通过港区范围的水运旅客及货物数量。旅客吞吐量为经港口上船的旅客人数,货物吞吐量为经由水运进出港区并经过装卸的货物数量。客、货吞吐量是衡量港口生产任务大小的主要数量指标,是港口发展规划和港口设计的主要依据。港口的改建和扩建规模以及航运企业船舶运力通常根据吞吐量来确定。
在中国港口计划统计指标中,旅客吞吐量是按经港口上船的旅客人数确定,计算单位为人。货物吞吐量是按运输单据(货物运单或交接清单)上记载的货物实际重量确定,计算单位为吨。集装箱视同货物的外部包装,不论空箱或重箱,其自重计入货物吞吐量内。货物吞吐量的计算方法主要有:①自港口装船运出的货物计算一次出口吞吐量;②由水运运进港口卸下的货物计算一次进口吞吐量;③由水运运进港口经装卸后又经水运运出港口的中转货物,分别按进口和出口各计算一次吞吐量;④凡被拖带或流放的竹、木排在本港进行装卸者,分别按进口和出口计算吞吐量;⑤为运输船舶供应燃物料(不包括船用淡水和生活物品)算为出口吞吐量;⑥邮件及办理托运手续的行李、包裹算为出口吞吐量。
