Through the application of participatory method to Wangcang county s returning land for farming to forest project s design, this article summarized out participation method s application step and means in returning land for farming to forest s general planning and annual design, pointed out that participatory design was one of the important measures to achieve project goals.

Jiangnan river web located in Cangnan County,Zhejiang Provice is well developed in industrial and agricultural production,and is densely populated,The river pollution is more and more severe,The water environment safety of the river has been the chief question for industrial development and the people.

Through comparison,it is concluded that the input in infrastructure for Cangnan County,ZhejiangProvince is best at 10%～20% of GDP,and city infrastructure investment is best at 25%～30% of the fixed .
