| 保甲制度 中国南京国民政府时期为维护其反动统治而施行的县以下基层行政组织制度。沿袭宋代以后封建旧制。1932年开始在豫鄂皖三省红军革命根据地周围地区施行。先后扩大到陕西 、江苏 、甘肃 、宁夏、湖南、绥远、福建、浙江、山东、江西、四川等省及北平（今北京）、南京市。1937 年2月由行政院公布修正《保甲条例》，推行全国。保甲编组以户为单位，设户长；10户为甲，设甲长；10甲为保，设保长。户长须一律签名加盟于保甲规约，并联合甲内户长共具联保连坐切结，声明如有“为匪通匪纵匪”情事，联保各户，实行连坐。保甲长受区保长指挥监督，负责维持保甲内安宁秩序。联保主任受区长指挥监督，负维持各保安宁秩序总责，但各保应办事务仍由各该保长负责。保甲组织的基本工作是实施管、教、养、卫。“管”包括清查户口，查验枪支，实行连坐切结等；“教”包括办理保学，训练壮丁等；“养”包括创立所谓合作社，测量土地等 ；“卫” 包括设立地方团练，实行巡查、警戒等。1939 年9月规定，保长兼任保国民学校校长和壮丁队队长，进一步强化保甲制度。1949年随着南京国民政府在大陆的统治结束而被废止。 |
