公地的悲剧讲述的是这样一个故事：一块草地为一个村社所共有，村社的每个成员都可以在上面自由地放牧。这时，每个人都看到，尽量多地放牧对自己是有利的%26#8212;%26#8212;如果别人不这样做，自己就占了便宜；如果别人也这样做，自己也不会吃亏。结果不难想像，过度放牧会毁掉这块草地，甚至使之变成不毛之地。这就是公地的悲剧。不难看出，悲剧的根源在于产权的不明确。如果草地为某人或某些人所有，他（他们）就会考虑如何长期有效地利用它，过度放牧就可以避免。公地的悲剧是产权不明确造成资源无效使用的一个经典例子。类似的例子还有公海的过度捕鱼、道路拥挤等等。
