淮河路位于合肥市中心地带，是合肥历史上有名的商业街，也是人文荟萃的老街。人们把始于1993年市政府为民办实事的淮河路改造项目，说成是合肥旧城改造的画龙点睛之笔，而1998年市政府对淮河路东段的拓宽改造，则使其形成了集购物、旅游、文化、休闲、餐饮等功能为一体的现代文化商业步行街。
淮河路东段集聚有大量的历史古迹，著名的古教弩台、九狮桥及飞骑桥遗址、李鸿章故居等居于其间。这里有历史文脉、区域特色的宣扬，细腻而富有人情味的城市空间拉张了步行街的魅力，城市与美的关系变得更为融洽。
这条长920米、宽22米的商业步行街东起环城路，西至宿州路，似一块板无障碍形成。在设计上本着“以人为本”的原则，着重考虑人的视觉心理、生理感受，整个平面与空间有收有放，有简有繁，富于变化和层次感。
淮河路步行街上有许多妙趣横生的雕塑。如此集中地让雕塑走上街头，这在合肥不仅是首创，也是建设者们让雕塑艺术走进市民日常生活的尝试。体量很小的石雕“弈”，两个稚童对弈，一羽鸽子安详地观棋。“人与自然和谐”的主旨俨然。站在宿州路交口东望，铸铜雕塑“吉”，给人视觉上以极强的冲击力。两手相握的雕塑造型似情人相拥，心的沟通，想象空间极为辽远。步行街的4组雕塑，19座造型别致的花坛，136盏古朴典雅的庭院灯，宽窄相宜的盲人通道，南国风情的棕榈，地方特色的广玉兰，相拥着现代风格的高楼大厦、比肩而立的150多个商家店铺、熙熙攘攘的人流，这一派勃勃生机的繁华景象，融合在浓郁的人文情怀中，显现了较高的环境品位和环境质量。夜晚，街上霓虹闪烁，变幻莫测，流光溢彩，游人如织，将白天的繁华热闹又掀至高潮……
淮河路文化商业步行街，以其文化的积淀、休闲的购物、舒心的游憩、环境的品位被人们称为合肥的王府井。
