所谓贸易创造,是指由于国际经济一体化组织成员国之间相互取消了关税和与关税具有同等效力的其他措施,造成了他们相互之间贸易规模的扩大和福利水平的提高。我们假设,有三个国家,即甲国、乙国和丙国,在甲国和乙国组成关税同盟之前,甲国从卖价较低的丙国进口商品A,而不从乙国进口。现在甲国和乙国组建了关税同盟,由于乙国的A商品再出口到甲国去不向甲国缴进口关税,而丙国没有加入关税同盟,要缴关税,所以,乙国A商品在甲国市场上的卖价就要低于丙国,因而甲、乙两个成员国之间的贸易规模扩大了。与此同时,甲国的居民享受了较低价格进口商品的利益或曰“福利”。
