【扶贫开发资金】中国政府为帮助贫困地区进行开发建设从而脱贫致富而投人的资金。主要包括财政扶贫资金、以工代贩资金和信贷扶贫资金。《八七国家扶贫攻坚计划》明确规定中央的这三项资金要集中投放在国家重点扶持的贫困县，有关省、自治区政府和中央部门的资金要与其配套使用，并以贫困县中的贫困乡作为资金投放和项目覆盖的目标。其他非贫困县中零星分散的贫困乡村和贫困农户，由地方政府安排资金扶持。信贷扶贫资金主要用于效益较好、能还贷的项目;财政扶贫资金主要用于社会效益较好的项目;以工代贩资金主要用于修筑公路以及解决人畜饮水困难。三者密切配合以提高资金使用的整体效益。
