对天然径流过程不作任何人为改变，发电量仅依天然来水决定的水电站。又称无调节水电站。这种水电站虽建有大坝，但库容很小，不能起到有效的调节库水作用，常常是丰水季满足发电后仍弃水很多，枯水季又无足够的水可供发电。径流式水电站所以不能具有相当规模的调节库容，主要是受到天然地形的限制。也有些地方若建高坝后可以得到大的有效调节库容，但由于迁移人口过多，淹没土地面积很大，需要花过高的代价才能换取，从经济上看很不合理，最后不得不放弃大库容方案而建设径流式水电站。径流式水电站有保证的出力很小，只能季节性发电，运行很不灵活，需要有调节性能好的大库容水电站或者依靠电力系统中的电能作补偿调节，弥补其枯水季少发电或不发电的缺额，以提高它的电能质量。
