1940年春，日军在华北推行"囚笼政策"，加紧修筑晋东南地区的白(圭)晋(城)铁路，企图分割和封锁太行、太岳抗日根据地。为打破日军的"囚笼政策"，破坏其筑路计划,八路军第129师师长刘伯承、政治委员邓小平，决心动员太行、太岳区军民，对白晋铁路北段实行大规模破击作战。5月3日,第129师下达的破击战命令中规定：师特务团在地方武装配合下，破击东观至来远段；第385旅、平汉纵队主力和晋冀豫边区纵队一部,破击来远至权店段；第386旅和山西青年抗敌决死队第1纵队,破击权店至柳村段。5日20时,各部队在2万余群众协助下,向白晋铁路长治以北各段突然展开猛烈的破击,并袭击了来远、权店、 漳源、固亦及沁县等日军据点。6日凌晨，第386旅一部突入南关，将日军警备队200余人大部歼灭,并救出被日军强迫筑路的民工1000余人。5月7日晨,破击战胜利结束。此次破击战共破坏铁路50余公里，炸毁桥梁50多座、火车1列，歼灭日军350余人，缴获炸药1000余箱及其他许多军用物资。通过这次破击作战，晋东南地区抗日军民取得了对日军开展交通斗争的重要经验。
