Through theoretical derivation,it is pointed out that in resources / reserves estimation by using the parallel cross-section method,when block adjacent sections do not have the same sides,the trapezoid body is just a approximate formula to estimate resource/reserve,and there is a certain degree of error.

Introduced hereby are the concept of balance of motor vehicle access lanes at the urban traffic-light-controlled intersection and the balance degree θ as the index for assessment,including the method of calculating the section capacity of the access lanes to obtain θ.
