To find the problems arisen during China’s urban housing system reform and solve them, the present study was performed to assess the efficiency of China’s urban housing sy.

Oil enterprises seize an important position in our national and economic development,and its character makes housing system reform become a vital part in the reform of whole oil industry.

An Appraisal on Housing Reforming in China;

The longitudinal analysis results show that residential mobility rate manifests a rising trends from 1980 to 2005 which has close connection with housing reform process,especially the policy of cash subsidy and the termination of material housing distribution in 1998,which lead to a large scale urban restructuring.

In view of the problems that appear when the enterprises implemente the regulations of accounting process in the reform of the housing system,the article analyses the negative infiuention on the enterprises,and proposes the countermeasures of the accounting process of the system of land use right after the reform of the housing system.

The resident consumption ability is presented, measures to the reduction of the housing price and to the improvement of the residents effective requirements are put forward, and the way to accelerating housing policy reform is .

Though numbers of institutions of housing reform have been issued in the process of housing reform promoted by the nation, only three ones have been carried out in the six units chosen to be invesngated for this paper.
