唐代后期由监军发展而成的使职,由宦官担任,全称为观军容宣慰处置使。肃宗乾元元年(758),郭子仪、李光弼等九个节度使围安庆绪于相州(今河南安阳北),肃宗因子仪、光弼皆元勋,难相统属,故不置元帅,而以宦官鱼朝恩为观军容宣慰处置使,总监九军,成为事实上的统帅。观军容使从此得名。其后,朝恩又为天下观军容宣慰处置使,则是全国的总监军。不久,朝恩被杀,此职一度废罢,后又恢复。唐末,总领禁军的宦官又以观军容使为名,如唐末田令孜曾为十军十二卫观军容使,杨复恭曾为六军十二卫观军容使,此职遂从监军演变为禁军首领,但不常置。
