罗马俱乐部于1972年提出的一份极有争议的报告即以%26#8220;增长的极限%26#8221;冠名。该报告指出,追求持续的高速增长会带来一系列恶果%26#8212;%26#8212;资源被耗尽,环境被污染,人口膨胀,粮食不足%26#8212;%26#8212;人类会因过分的私欲而毁掉自己的文明。这份极度悲观的报告遭到众多经济学家的抨击。他们认为,报告所指出的问题固然很尖锐,但是其结论未免太过于危言耸听。人们追求好日子并没有错,世界末日也不会那么快就来到:即使某些资源被耗尽,但人们一定能够找到或制出其替代品;污染已经逐步得到控制;世界粮食供应的增加从未低于人口的增长。种种迹象表明,增长的极限似乎并不存在。
