After Dayaowan Port was put into function, navigation security is severely affected by the increasing numbers of ships sailing into or out of the port, the increasing ship size, the development of the port itself and the route transformation, and the expansion of sea aquaculture area.
自从大窑湾港区开港以来，随着进出港船舶数量的不断增多和船型的不断增大，港口的发展和航道的改造，再加之海上养殖水域的不断扩充，使该水域的通航安全受到了严重影响，为了保证大窑湾水域的正常通航秩序和避免海上交通事故的发生，选择一个合理的引航员登轮点(范围)就显得尤为重要。

补充资料：大连湾炮台
大连湾炮台位于大连湾和尚岛山上。
大连湾炮台包括海防炮台5座和陆防炮台1座，是清朝光绪十三年（1887年）至光绪十九年（1893年）6月间所建。炮台都是用砂石水泥构筑，由炮位、兵舍和子弹库组成，四周有高大土围墙。现存有大连湾和徐家山炮台残址。
大连湾炮台开始由提督刘盛休统铭军十三营驻守。光绪二十年（1894年）甲午战争爆发，8月16日，除留6哨兵力外，其余军队开赴大东沟接迎朝鲜清军。随后总兵赵怀业六营3哨淮军调补大连湾驻守。在日军兵临金州，金州危急之时，赵怀业贪生怕死，弃台逃往旅顺，致使坚固炮台并未发挥固守疆土的作用。
