土地利用计划管理
土地利用计划管理在全国范围内，考虑土地利用的各方面及其与其他经济活动的内在联系，由国家从全局利益出发，对土地资源的开发、利用、整治、保护进行统筹安排、综合平衡和计划分配的一项管理工作。目的是使未来土地利用的实际发展同计划的土地利用相一致。作为土地利用总体规划实施的行政手段，土地利用计划管理的依据就是土地利用总体规划所制定的各级行政区土地利用宏观控制指标体系。土地利用计划是土地利用总体规划的具体实施计划。它分中期用地计划和年度用地计划。土地利用计划的基本任务是根据土地利用总体规划及国家经济和社会发展计划的要求，对国民经济各部门的用地作出中期和年度的具体部署和安排，以便从中国国情出发，统筹兼顾，合理安排，保证国民经济稳定协调的发展。
