The designed minimum navigable discharges in the lower reaches of Ganjiang River are calculated by use of guarantee rate and frequency curves method, and the corresponding stages, namely the designed lowest navigable stages, are obtained from the stagedischarge relation curves in lowflow periods in recent years.

水利工程在多年期间能使规定的任务要求得到满足的程度，以百分数计。其概念与水文数理统计上的频率同。例如某工程供水保证率为75％，即表示该工程就长期平均而言，100年中有75年可保证正常供水,而不是每100 年中一定能（或只能）有75年保证正常供水。水利规划中对各项任务要求一般都要选定某一设计保证率作为规划标准，并据以决定工程的规模。表达的方法因任务而异。防洪、除涝等属于对水灾的控制，其保证率多以通过措施可使防护对象不受洪、涝危害的某一重现期的洪水或暴雨表示。灌溉、发电、航运、供水等均属对水资源的利用，其保证率则是以通过措施能满足有关用水要求不受破坏的机遇表示。设计保证率的选定是国家在一定时期中技术政策和经济政策的具体体现。保证率越高，付出的代价越大，承受的风险越小；保证率越低，付出的代价越小,但所需承受的风险势必越大。通常,各项任务的设计保证率都要在规划中根据其重要性、特点，结合国家或地区的经济状况和有关工程的自然条件，通过技术经济论证最终选定。
