1978年 7月在北京成立。下设油田、技术、设计管理、海洋工程、资料等处。业务范围有：勘察设计和科研任务的归口、下达和力量调配，制定设计管理办法和有关规章制度；审查大、中型和援外、引进项目的设计，组织新建项目的选厂和长输管线的选线工作；组织各设计单位编好总体规划，老厂矿的技术改造和技术发展规划,进行技术经济的专题研究;组织设计标准、规程、规范及设计的标准化、系列化、通用化、概算定额的编制和审查；负责各设计单位科研成果的鉴定和技术情报工作交流；负责油气田地面建设、海洋工程、长输管道、炼厂成套引进项目的技术谈判、审查、交流和出国考察等技术归口工作。该院可承担油气田、长输管道、海上石油开发工程的可行性研究、规划设计、概念设计、基本设计工作，并可提供技术咨询。1983年石油化工总公司成立，该院炼油方面的业务划归石油化工总公司的相应机构负责。
