维护匈牙利封建贵族特权的法典。1514年10月匈牙利封建贵族在镇压多热起义后召开国会，因其通过镇压农民的各项具体法令以野蛮、残酷而闻名，史称"野蛮国会"。法令内容有：凡在农民军中担任过官职的人全部处死；农民必须赔偿这次起义所造成的全部损失；农民必须服劳役,不得自由迁徙;每年按规定向地主和教会缴纳什一税和九分之一税；农民不得持有武器；农民子弟不得成为主教等。最高法官韦尔伯齐·伊斯特万（约1458～1542）将国会通过的法令加以系统整理，汇编成所谓"三章法"，又名《韦尔伯齐三一法典》。法典的第1章为贵族的各种特权和个人权利；第2章为贵族的诉讼法；第 3章规定平民和农奴的法律地位。宣布大小贵族一律平等、削弱王权以扩大贵族权利，并使农民进一步农奴化。由于统治阶级内部的权利之争，这部法典从未正式定为国法，但在数百年中却一直被封建贵族尊奉为封建制度神圣不可侵犯的最高法典。
