现在，世界市场逐渐形成，现代制造技术正向柔性化、灵捷化和智能化迅猛发展，企业结构正向扁平化方向转变，计算机技术、网络技术、信息技术的发展十分迅速。计算机的更新换代速度加快，例如：个人计算机工业从486过渡到奔腾只用了8个月【1】；网络结构已从主机－终端型发展到成熟的客户机/服务器体系，最新的Common Object Request Broker Architecture【2】（CORBA公共对象请求代理结构）的诞生，使得异构网络、不同系统间的集成等困难迎刃而解；JAVA的出现使计算机语言第一次独立于计算机类型、操作系统等平台，而且成为网络编程的标准语言；世界性的计算机网络已经基本建成，如：Internet已联系着150个国家和地区近320万台计算机和3200万以上的用户【3】，注册域名已有430多万个，并以每月6万个的速度增加【6】，成为现阶段事实上的国际信息公路，它使世界的距离变短了，而且，Web Servers和网络数据库的出现使Internet充满活力，也创造了无限商机，可以说信息时代的到来为分布式网络化研究中心的建立创造了成熟的技术条件。 当前我国科研工作存在着一些不易解决的问题，如：由于长期在计划经济体制下，科研单位不适应市场经济的需要，缺乏活力；受条块分割的影响，科研力量分散，难以形成拳头力量在关键技术领域产生迅速进展；科研人员流动困难，受到房子、职称、家属等多方面的制约，一些人的才能不能充分施展；由于基础设施薄弱，一些科研人员处于相对封闭的状态，信息不灵、交流渠道不畅；科研成果不易推广应用，主要原因：一是科研成果与市场需求脱节，暂时无人需要，另一个就是缺乏资金，没有形成科技成果推广应用的有效机制。这些问题的存在实际上构成了分布式网络化研究中心诞生的客观需要，即分布式网络化研究中心的建立将解决大部分问题，另外，随着高技术的迅猛发展，使单独的企业和科研机构越来越难以有效地完成研究任务，协同工作走合作之路是必然趋势，分布式网络化研究中心就是一个很好的选择。
