德州市城市中心广场位于城区新湖风景区东畔，北起东方红路，南至文化路。南北长400米，东西宽120米，占地总面积4.8万平方米。其中建筑面积1.12万平方米，绿地面积3.15万平方米。
广场由三部分组成，由北向南依次为体育广场、文化广场、休闲广场。体育广场包括一个高标准草坪足球场和400米环型看台围合成半封闭空间，设置有瀑布、旱喷泉及演出舞台，可供举办文娱活动。休闲广场以绿化为主，配以跌落式绿地及小型喷泉，突出一个“静”字。中间的文化广场部分，通过过街天桥与新湖相连，在天桥探入新湖水面处建有小码头，使城市中心广场与新湖风景区有机的联系在一起。广场东侧为7米高的阶梯式露天看台，看台中间部分是高达十几米的背景墙，墙上是反映德州历史文脉的大型浮雕，既有后羿射日、嫦娥奔月的神话传说，又有一代儒学宗师董仲舒德州苦读13载的董子读书台，还有象征中菲友谊的苏禄王朝觐图。广场东侧上方的柱体长廊，中心部分的环型看台及过街天桥等所有制高点都装饰有各类射灯、彩灯，总计3000多盏，夜幕降临，霓虹闪烁，五光十色，斑斓多姿。整个广场集文化、休闲、娱乐、体育于一体，是广大市民良好的活动场所
