承包人要求发包人组织工程验收，包括隐蔽工程的验收和工程竣工的验收的权利：根据我国《合同法》的第278条规定隐蔽工程在隐蔽以前，承包人应当通知发包人检查。发包人没有及时检查的，承包人可以顺延工程日期，并有权要求赔偿停工、窝工等损失。根据《合同法》第279条中的规定建设工程竣工后，发包人应当根据施工图纸及说明书、国家颁发的施工验收规范和质量检验标准及时进行验收，因此在工程完成时组织竣工验收，也是发包人的主要义务。建设工程竣工验收合格后，方可交付使用，未经验收或者验收不合格的，不得交付使用，发包人对未经验收的工程，提前使用或者擅自动用的，对发现的质量问题由发包人自行承担责任。-------------《民法》第一版，第514页。魏振瀛；《合同法》的第278条
