This paper starts with the whole-process management of cost budget,plan,accounting and cost analysis,provides cost control thinking and methods which suitable for modern railway construction project in order to reduce costs,increase profit and improve the competition and subsist ability of an enterprise.

Under the new situation of the economy development in China,the paper discusses the urgency for developing modern logistics from railway freight transport agent industry,analyzes opportunity and the superiority and puts forward the countermeasures to speed up modern logistics from railway freight transport agency.

On the base of the analysis of the nature of railway management system, the thesis puts forward two phases of railway reform, namely, the transition and completion phases of the separation of enterprises from the government.
