东汉官吏。字昭公，沛国洨县（今安徽灵璧县南）人。世代传习法律，并通晓儒家经义。年轻时当过州郡吏，后召辟到司徒府，司徒鲍昱欣赏他的才能，任命他为辞曹掾，主管狱讼，后来还任过尚书、太守、廷尉等职。断狱宽和，主张"轻薄箠楚"。章帝（公元75～88在位）初,他奏请"荡涤烦苛之法"，禁止严刑拷问,滥用刑法。章帝采纳了他的奏请，下诏废除"妖恶之禁"、"文致之请谳"，并禁止使用钻、鑽等残酷刑具拷问犯人。和帝永元六年（公元94），陈宠任廷尉时，整理西汉以来制定的法律，奏请将已有的4989条刑法，按照吕刑标准删减为3000条，后因坐罪未施行。他曾代司徒鲍昱撰《辞讼比》7卷,经朝廷批准施行，司徒常用它做为"治讼察吏"的标准。
