By discriminating between the concepts and spiritual essence of the words "popular sovereignty,citizen-centered and resident-centered",the paper suggests that service-oriented government should not constrain themselves to the citizen-centered idea,but advocate the resident-centered administrative idea and build citizen-centered basic public service.
