The article puts forward that mixed type multi -tariff control system should be pratised for railway tariffs during the transitional period from planned economy to the market economy, and establish the legal position for the railway muilti-tariff system.
提出在经济转轨时期铁路运价应实行“混合型”多元化运价管理体制,确立多元化铁路运价体系的法律地位,同时具体从3个方面对转换运价机制进行了探讨,并就铁路运价市场化问题提出解决途径。
