In order to speed up the pace for high-efficient data-integrating and resourse-sharing in Jingjiang reach of Yangtze River, and to provide decision-making support and business service to the local governments departments, the flood foreccasting information issuance system for Jingjiang reach of Yangtze River was constituted by using ArcSAE technology.

周天明，男，汉族，广东开平人，1955年6月出生，1972年8月参加工作，1981年12月加入中国共产党，党校在职研究生学历，现任佛山市委常委，市委秘书长、市委办主任。
1972年8月后，顺德县大良镇西山小学教师；1974年9月后，在华南师范大学（原广东师范学院）中文系学习；1977年8月后，顺德县革委会办公室干事，县教育局干事；1984年3月后，任顺德县委办公室副主任；1988年8月后，任顺德县大良镇党委副书记；1989年12月后，任顺德县（市）委办副主任；1993年3月后，任顺德市委市政府副秘书长，办公室副主任、主任；1997年3月后，任顺德市委、市政府秘书长兼办公室主任（其间：1997年9月至2000年7月在广东省委党校经济学专业在职研究生班学习）；1998年1月后，任顺德市委常委，市委、市政府秘书长兼办公室主任；2001年8月后，任顺德市委副书记，市委、市政府秘书长兼办公室主任；2001年12月后，任顺德市委副书记、市长；2003年1月后，任佛山市顺德区委副书记、区长；2006年4月后，任佛山市委常委，顺德区委副书记、区长；2006年5月后，任佛山市委常委，市委秘书长、市委办主任。
