Empathic ability is an important psychological quality for the police.

This study reviews college students altruistic behavior, empathic ability and the correlation between them by means of questionnaire and private interviews, which take 173 college students as subjects.

In accordance with the PDP the implicit helping intention of the subjects was measured;the empathic ability of the subjects was measured through the application of the Empathic Scale.

Different Participant Roles taken by individual students in the bullying process were examined and related to a) moral judgment; b) empathy; c) temperament characters; d)belongingness to one of the five sociomitric status groups(popular, rejection, neglected, controversial, and average).

In response,this paper proposes that pragmatic empathy competence is one of the most important parts in the system of intercultural communication.

There are both differences and close relationship between cultural empathy competence and intercultural awareness,and they can improve each other.

Cultivating cultural empathy competence will attach great significance to intercultural communication both theoretically and practically.
