With architect’s view and experience, this article describes the characteristic of Luoyang City by visualized pictures: resplendent ancient culture, advantages for building Shanshui City, and development energies of modern industrial city.

Therefore how to combine the Chinese traditional humanities and the contemporary thought of "SHAN-SHUI City" with the architecture innovation is a problem we should think deeply and that is briefly studied in this paper,hoping to arouse concern from the academic circle.

Based on analyzing the basic environments and historical origins of the fuzhou city,this paper discusses the thoughts of constructing Fuzhou as a Shan-Shui city from such aspects as the urban pattern,industry layout, environment of mountains and water,urban afforestation etc.

Preliminary thinking about building Pingdingshan in to a garden city;

Secondly it assumes to build Wenzhou into the“ garden city, city of home and city of network" and its implementation means.

Upon analysis on its urban spatial environment of beautiful landscape, this paper tries to establish the modern urban spatial model of garden city for Wenzhou with the method of contemporary urban design.
