乙翻如uo bioozhunhua guanli tizhi中国标准化管理体制(China system ofs切Lnd-田庙阳tion~吧11eni)中国标准化工作的组织和管理制度。中国的标准化工作实行的是统一领导、分级管理和分工负责的管理体制。国务院标准化行政主管部门，即国家质量技术监督局统一管理全国的标准化工作;国务院有关行政主管部门分工管理本部门、本行业的标准化工作。省、自治区、直辖市标准化行政主管部门统一管理本行政区域的标准化工作;省、自治区、直辖市政府有关行政主管部门分工管理本行政区域内的本部门、本行业的标准化工作。市、县标准化行政主管部门和有关行政主管部门，按照省、自治区、直辖市政府规定的各级职责，管理本行政区域内的标准化工作。 《中华人民共和国标准化法》规定，标准分为:国家标准、行业标准、地方标准和企业标准。国家标准、行业标准分为强制性标准和推荐性标准。保障人体健康、人身财产安全的标准和法律法规规定强制执行的标准是强制性标准，其他标准是推荐性标准。国家标准由国务院标准化行政主管部门编制计划，组织草拟，统一审批、编号、发布。行业标准由国务院有关行政主管部门编制计划，组织草拟，统一审批、编号、发布，并报国务院标准化行政主管部门备案。行业标准在相应的国家标准实施后，自行废止。地方标准由省、自治区、直辖市人民政府标准化行政主管部门编制计划，组织草拟，统一审批、编号、发布，并报国务院标准化行政主管部门和国务院有关行政主管部门备案。地方标准在相应的国家标准或行业标准实施后，自行废止。企业标准由企业法人组织制定，并按省、自治区、直辖市人民政府的规定备案。(邓瑞德)
