夏天敏，云南昭通市人，中共党员。1966年7月参加工作，曾在工厂做过学工，搞过宣传，教过书，后长期在文化、新闻单位工作。为了搞好创作，下乡代职任副乡长两年，曾担任县级市文化局副局长、《昭阳报》总编，现任昭通市文联常务副主席。中国作家协会会员，省作协理事。
八十年代中期开始创作，曾在《当代》《十月》《青年文学》《北京文学》《大家》《山花》《边疆文学》《滇池》《青年作家》等刊发表中短篇小说150余万字，其作品曾被《小说选刊》《小说月报》《中篇小说选刊》《作品与争鸣》《中国中篇小说精选》《2001年中篇小说选》《领导与科学》等书刊选载。
曾获2001年《当代》文学拉力赛总冠军，第一届、第四届云南省政府文学奖，第四届省政府文学一等奖，连续四届边疆文学奖一等奖，获云南省德艺双馨艺术家称号。中篇小说《好大一对羊》已被改编为八集电视连续剧，在中央台播放，并已获今年“飞天奖”三等奖、“金鹰奖”，并被改编拍摄为电影《好大一对羊》，被柏林电影节、多伦多电影节、釜山电影节、威力斯电影节邀请参展。已出版散文集《情海放舟》，中短篇小说集《乡场上的皮匠》，中篇小说集《乡村雕塑》、《飞来的村庄》。
中篇小说《好大一对羊》获第三届鲁迅文学奖。
