沐料笋陌叩zhiliang lingdco zerenZhi工程质，领导资任制(侧刘丽ons ofrr田”砚笋-双沈”tn绍ponsibility forengineenng甲ality)中国工程建设项目的行业主管部门、项目法人单位和参与建设的各个单位的领导，对负贵的工程质量担负相应的行政和法律责任的制度。这一制度包含4方面内容:①建立工程质量行政领导人负贵制。对基础设施项目工程质量，实行行业主管部门、主管地区行政领导人责任制度。中央项目的工程质t，由国务院有关行业主管部门的行政领导人负贵;地方项目的工程质t，按照项目所属关系，分别由各级地方政府行政领导人负责。如发生重大工程质t事故，除迫究当事单位和当事人的直接责任外，还要追究相关行政领导人在项目审批、执行建设程序、干部任用和工程建设监份管理等方面失察的领导责任。 ②建立项目法人贵任制。基础设施项目，除军事工程等特殊情况外，都要按照政企分开的原则组成项目法人，实行建设项目法人贵任制，由项目法定代表人对工程质t负总责。凡没有实行项目法人责任制的在建项目，要限期进行整改。项目法定代表人必须具备相应的政治、业务素质和组织能力，具备项目管理工作的实际经验。项目法人单位的人员素质、内部组织机构，必须满足工程管理和技术上的要求。 ③建立参建单位工程质量领导人责任制。勘察设计、施工、监理等单位的法定代表人，要按各自职贵对所承建项目的工程质t负领导贵任。因参建单位工作失误导致重大工程质量事故的，除追究直接贵任人贵任外，还要追究参建单位法定代表人的领导责任。 ④建立工程质t终身负责制。项目工程质量的行政领导人，项目法定代表人，勘察设计、施工、监理等单位的法定代表人，要按各自的职贵对其经手的工程质量负终身责任。如发生重大工程质t事故，不管调到哪里工作，担任任何职务，都要追究相应的行政和法律贵任。(殷荣伍)
