人们了解信息的权利。又称"知察权"、"获知权"。指社会公众具有按照个人所能选择的方式，了解一切与其生活有关或与社会公共事物有关的信息的权利。知晓权发端于早期资产阶级革命时期的"人权"与"出版自由"理论。与公众知晓权密切相关的有记者向社会报道事实真相的"告知权" 和接近新闻来源的 "采访权"。第二次世界大战以后，知晓权被联合国宪章等国际公约确认为人类基本权利之一, 并得到绝大多数国家的承认。70年代以来，国际传播学术界的部分学者提出，应把知晓权进一步扩展至广泛的 "传播权"， 包括"交际权"(如集会权、交谈权、参与权等);"信息权"(如询问权、被告知权与告知权等)；"发展权"(如文化权、选择权、隐私权等 )。
