计划生育与扶贫
计划生育与扶贫实行计划生育，控制人口增长，提高人口素质与经济扶贫的关系。扶持老、少、边、穷地区尽快脱贫致富，是中国政府的一项重要战略措施。但是贫困与人口过快增长有着一定的联系。所以，扶贫必须与计划生育密切配合，使二者互相制约和互相促进。扶贫是国家从人力、物力、财力和技术上帮助和支持贫困地区，充分调动和发挥其内部活力，尽快发展社会生产力、发展经济、改变贫穷落后面貌的措施。计划生育工作是调节人的生育行为，使人日发展与经济、社会发展相适应的措施。二者结合起来，能使贫困地区尽快地从根本上摆脱贫困。因此，这项工作受到贫困地区的领导和广大群众的重视。二者结合的办法是:国家对计划生育搞得好的贫困县，在扶贫贷款发放、扶贫项目安排、农用物资供应、致富技术培训、劳动力就业、产品销售安排等方面予以照顾。在同等条件下，对自觉实行计划生育的贫困户，在扶贫措施方面予以优先照顾。对尚未解决温饱的贫困户，即使政策允许他们生二胎，也要先帮助他们脱贫再安排他们生育;对已经计划外生育的贫困户，按政策规定落实节育措施后，再予扶持。为了把这两项工作结合得更好，各地都采取了一定的组织措施。省、地、县贫困地区经济开发领导小组吸收计划生育部门的负责人参加;相应的计划生育委员会也吸收贫困地区经济开发领导小组的领导参加，经常互通情况，协调工作。
