商业健康保险即遵循商业性保险的一般原则，将健康保险作为一种商品，在筹资市场上进行交易的一种保险形式。商业健康保险的卖方指民间或私人的保险公司;买方可以是企业、民间团体，也可以是政府或个人。筹资市场与医疗服务市场构成商业健康保险的两大要素市场。商业健康保险是靠入保人群互助互济、共同分担疾病风险来达到获得医疗服务、保护人群健康的目的，因此对于供需双方都是有利的。商业健康保险可减轻国家财政的负担，促进医疗卫生事业的发展，满足人们对高水平医疗保健服务的需求。商业健康保险亦有不足之处，不能体现社会公平是其最为突出的弊端。
