In order to improve the educational technology application ability and level, the Ministry of Educationin promulgated the "Educational Technology Capability Standards of Primary and Secondary School Teachers (for trial implementation)" in December 2004.

18世纪法国唯物主义哲学家C.A.爱尔维修的重要哲学著作之一。全书分上、下卷，10篇,184章，包括前言和提要，于1772年在海牙出版。1774年，该书在伦敦出版单行本；1777年，作为爱尔维修全集的第 3卷，在伦敦出版。
爱尔维修自从出版《论精神》一书遭受迫害，违心地写下放弃自已意见的声明书后，思想上并未消沉，开始酝酿写作《论人的理智能力和教育》，继续宣扬他的功利主义伦理学说。为了免于再次受到迫害，他只好把出版的希望寄托于死后。这部书在他去世前 3年即1769年就已基本上写好，内容和《论精神》基本相同，只是在对他原有的理论观点的论证和阐明方面更加丰富有力。正如他在该书序言中所讲的："如果说我并不放弃我在《论精神》那部书里建立的那些原则，那是因为在我看来它们是唯一合理的原则......这些原则在本书中运用得比《论精神》那部书中更加广泛，更加深入......"。在这部书中，爱尔维修对宗教和封建制度进行了更加剧烈的抨击，甚至许多地方论证了人民推翻专制制度的权利。从这一点看，这部书的启迪作用，超过了《论精神》。
