【房屋普查】根据国民经济发展的不同时期和要求，在国家统一规定的时间内，按照统一的项目、统一的表格和统一的方法，对全国城镇房屋的特点、质量、占有与使用情况进行全面而普遍的调查。这是一项有严密组织领导、有周密计划、用科学方法进行的经济和社会调查工作。在很多国家，房屋普查和人口普查是最重要的国情调查的内容。1979年2月，联合国经济及社会理事统计委员会在第十二届会议上提出的((人口和住房普查的原则和建议》的报告中，对1980年住房普查提出了3大类，31个大项目的具体建议，可供各国在住房普查中参考。房屋普查的标准时间是指为了使房屋调查的资料按时汇总、互相之间有可比性而规定的全国统一的普查时点。如中国第一次房屋普查标准时间规定为1985年12月31日，全国城镇房屋的普查资料都要反映这一时点的状况。但那次房屋普查登记是从1985年7月开始的，到12月底有6个月的时间，在这段时间里，房屋状况和住户的情况势必会发生变化，这就需要按照标准时间，对已经取得的普查资料进行校正。校正的方法有两种:一种是随时进行校正，另一种是集中时间进行校正。资料的完整、准确是房屋普查质量的基本要求。幢表、户表是房屋普查的原始表。普查的汇总统计数据都是根据这两张表计算的。因此，幢表、户表填写完整、准确，汇总出来的数据就可以做到确实可靠。完整指幢表、户表的每个项目的填写都既不遗漏，又不重复。准确是指幢表、户表中的各个项目指标真实可靠，准确反映房屋的客观情况。房屋普查的基本做法大致可以分为四个阶段，即:省、直辖市、自治区组织准备和培训骨干阶段;市、区、县组织和试点阶段;全面普查登记阶段;复核、校正和汇总总结阶段。省、直辖市、自治区组织准备和培训骨干阶段的主要工作是:(l)制定普查工作方案。(2)编写宣传提纲和新闻报道等宣传材料，搞好宣传动员工作。(3)召开普查工作会议，部署市、区、县普查工作。(4)做好资料、物资准备，培训市、区、县普查骨干。市、区、县组织和试点阶段的主要工作是:(l)建立普查组织，拟定普查工作计划。(2)培训普查骨干，搞好试点。(3)为全面开展普查登记做好各项准备工作，包括:帮助基层建立普查组织、挑选和培训普查员、印制各种表报及普查员的证件等、清理原有房屋资料档案、落实普查经费等。全面普查登记阶段的主要工作是:(l)明确分工，落实普查编组、办公地点及各项准备。
