在空气或水中容许存在的有害物质的最高量。由国家用法令形式规定，以保障人们在呼吸、饮用时不致被这些物质所损害，并保护环境，防止污染。最高容许浓度根据卫生学调查，动物实验的数据和卫生实践而制定，同时亦须考虑到对植物和其他生物的影响。浓度的标准，一般以每升或或立方米水或空气中的毫克数(mg／L或mg／m3），或按容积每一百万分空气或水中的分数(p．p．m）为单位。医学上指在体液中或溶液中存在的药物的最高量，超过最高容许浓度即会引起中毒反应，如氨茶碱的最高容许浓度为25μg／ml。
