末端治理是指在生产过程的末端,针对产生的污染物开发并实施有效的治理技术。
末端治理在环境管理发展过程中是一个重要的阶段,它有利于消除污染事件,也在一定程度上减缓了生产活动对环境污染和破坏趋势。
但随着时间的推移、工业化进程的加速,末端治理的局限性也日益显露,首先,处理污染的设施投资大、运行费用高,使企业生产成本上升,经济效益下降;其次,末端治理往往不是彻底治理,而是污染物的转移,如烟气脱疏、除尘形成大量废渣,废水集中处理产生大量污泥等,所以不能根除污染;第三,末端治理未涉及资源的有效利用,不能制止自然资源的浪费。所以,要真正解决污染问题需要实施过程控制,减少污染的产生,从根本上解决环境问题。
