法国国家海洋研究机构。1984年 6月由原在布雷斯特的法国国家海洋开发中心 (CNEXO)和南特海洋渔业科学技术研究所(ISTPM)合并而成，简称IFREMER。研究院受法国工业科研部和海洋国务秘书处双重领导，研究海洋开发技术和应用性海洋科学。具体工作任务有：制订和协调海洋开发计划，审议和决定其下属机构的海洋研究与开发计划，研制用于海洋开发与研究的仪器和设备，参加海洋开发的国际合作计划，促进法国海洋科学应用技术或工业产品的出口。
法国海洋开发研究院有渔业和海洋生物、环境和海洋研究、海洋技术3个业务部门。下设5个研究中心：布雷斯特中心（即布列塔尼海洋科学中心），滨海布洛涅中心（以水产研究为主），南特中心（即南特海洋渔业科学技术研究所），土伦中心(即地中海海洋科学基地)，塔希提中心(即太平洋海洋科学中心)，分别从事海洋科学和技术研究。这些机构自建立以来，在海洋生态、渔业、水产养殖、潜水技术的研究等方面取得了很大成就。该院拥有包括"让·夏尔科"号在内的海洋调查船13艘，以及"西安纳"号等潜水器。
